Abstract

In the contemporary hyper-competitive knowledge economy, an organization’s human capital is its most critical asset. Consequently, Training and Development (T&D) initiatives have evolved from peripheral human resource functions into central pillars of strategic organizational architecture. Despite immense global investments in these programs—often exceeding $200 billion annually—organizations routinely encounter the pervasive "transfer of training" problem, in which the cognitive competencies acquired in a learning environment fail to translate into sustained behavioural changes in the workplace. This comprehensive review systematically evaluates the empirical effectiveness of T&D programs in enhancing employee performance. By synthesizing decades of meta-analytic research, this paper deconstructs the multidimensional variables that dictate training efficacy, grounded in the Baldwin and Ford transfer framework. The analysis critically examines the foundational role of Training Needs Assessment (TNA) and juxtaposes traditional evaluation taxonomies—such as the Kirkpatrick Four-Level Model and the Phillips Return on Investment (ROI) Methodology—with contemporary approaches like Brinkerhoff’s Success Case Method and the Return on Expectations (ROE) paradigm. Empirical findings demonstrate that while T&D yields moderate to large initial effect sizes on learning and behaviour, skill decay rates are remarkably severe without structural post-training reinforcement. Furthermore, this review investigates the transformative impact of Artificial Intelligence (AI) on corporate learning. The integration of AI-driven personalized learning paths, predictive skills inference analytics, and adaptive microlearning is shown to significantly mitigate historical transfer decay, drastically reduce time-to-competency, and exponentially enhance training ROI. Ultimately, this paper provides profound second and third-order insights into the necessary evolution of T&D from episodic, mass-delivered events into continuous, technologically integrated, and ecologically supported learning ecosystems.
