Abstract

Water, Sanitation, and Hygiene (WASH) projects face significant implementation challenges including poor planning, inadequate monitoring, and weak coordination. This study investigated how Project Management Information Systems (PMIS) influence operational performance of WASH projects in Kicukiro District, Rwanda. Using a mixed-methods design, data were collected from 212 participants through questionnaires (N=131) and interviews (N=81). Findings revealed significant positive relationships between PMIS and project performance (R=0.302, R²=0.091, F=27.33, p<0.001). Field officers reported 74.3% agreement that PMIS supports timely decision-making (mean=3.91), while 82.8% rated user-friendliness highly (mean=4.09). Regression analysis showed each unit increase in PMIS effectiveness improves project performance by 0.328 units (B=0.328, β=0.302, t=5.23, p<0.001). However, gaps exist in regular system updates and community-level engagement. The study concludes that PMIS significantly enhances WASH project performance through improved planning, monitoring, communication, and resource management. Recommendations include establishing regular update protocols, expanding training programs, strengthening community engagement, and adopting adaptive management practices.
