Transforming Schools with Total Quality Management: A Strategy to Address Shadow Education

Total Quality Management (TQM) is an organizational strategy that emphasizes continuous improvement and customer satisfaction through a systematic approach. When applied to education, TQM focuses on improving the quality of teaching and learning processes, school management, and stakeholder involvement. This paper explores the potential of Total Quality Management in schools to alleviate the rise of shadow education, which refers to the increasing demand for private tutoring services outside of formal education. Shadow education often flourishes when formal education systems fail to meet the expectations of students and parents, especially in highly competitive academic environments. Through an analysis of key TQM principles such as leadership commitment, stakeholder engagement, process management, and data-driven decision-making, customer focus, employment involvement etc, the paper discusses how schools can create a high-quality learning environment that minimizes reliance on shadow education. Ultimately, the paper argues that by focusing on continuous improvement and addressing the root causes of educational dissatisfaction, TQM can serve as a viable strategy to restrict the growth of shadow education, making formal schooling more effective and equitable.
